Try these too:

macaroni necklaces (yarn and macaroni)

put flour on a baking sheet and let them run matchbox cars through the flour to make tracks.

rice in a rubbermaid tub can be used as "sand" with outdoor play toys (shovels, buckets, etc.)

marshmallow and toothpick structures (maybe Gabe's age??)

a few more ideas from the trenches :)
